Announcing Jill Sutherland as Principal:
It is with great pride that Resource Concepts, Inc. (RCI) announces Jill Sutherland, PE as its newest Principal and Corporate Officer. Jill has worked as an Engineer and Environmental Specialist in Nevada and California since starting with RCI in 1991. For nearly 35 years, Jill has exemplified what RCI stands for in terms of setting the standard for excellence, integrity, and client success with innovative concepts and solutions. She has been a personal and professional mentor and inspiration to many at RCI, and will continue to inspire RCI into the future.
Todd Enke, 2025 Surveyor of the Year:
Todd Enke, our Survey Director, has been named the 2025 Surveyor of the Year by the Nevada Association of Land Surveyors—and we couldn’t be more proud.
With more than 40 years in the industry, Todd brings an incredible depth of knowledge, technical expertise, and hands-on experience to every project. Over the past nearly seven years at RCI, Todd has built and leads a strong, high-performing survey team, delivering exceptional results across a wide range of projects. We’re incredibly grateful to have Todd on our team and thrilled to see him recognized with this well-deserved honor.
Announcing Keith Shaffer as Director of Engineering:
RCI is pleased to announce Keith Shaffer as its Director of Engineering. Mr. Shaffer has over 30 years of experience providing engineering design and consulting services in Nevada, California, and Pennsylvania. His experience includes design consulting and construction management for private development and public works projects, including land development and entitlement, residential and commercial building structures and facilities, bridges, streets and roadways, and public utilities.
As a core service area since RCI’s founding in 1978, Civil Engineering is a cornerstone offering and we continue to deliver projects that are important to our clients, local communities and natural resources.
