Storm Drain System
RCI was retained by Gersick Enterprises, owner of the Ski Run Center, to assist in the planning, permitting, and design of the site civil improvements and construction oversight of the complete renovation of this commercial center. RCI provided all civil design for the site at U.S. Highway 50 and Ski Run Boulevard, which included parking lots, walkways, water service, sewer facilities and a storm drain system.
Site Water and Sanitary Sewer Infrastructure
In additional to upgrading the site water and sanitary sewer infrastructure, the project provided a level of treatment of storm water runoff that did not exist previously at the site. Site conditions severely limited opportunities for on-site treatment of storm water runoff. High groundwater limited the ability to infiltrate much of the storm water runoff. The small site and magnitude of the improvements did not allow for the construction of a storm water detention basin that could treat the runoff from the site. Some roof runoff and a small portion of the main parking lot runoff were able to be infiltrated on-site in infiltration trenches and two small infiltration basins. The balance of runoff had to be treated through an alternative system.
Stormfilter Water Quality Treatment System
The treatment system chosen for the site was a StormFilter water quality treatment system, a passive, flow through system with rechargeable media-filled cartridges housed in a concrete vault. The decision of where to install the water quality treatment system on-site was dictated by where treated water from the system could be discharged. The adjacent California Department of Transportation (Caltrans) storm drain system has no capacity and was too shallow. The City of South Lake Tahoe maintained a detention basin adjacent to and up gradient from the project area. The basin discharged to two concrete box culverts in Ski Run Boulevard. RCI facilitated the development of an agreement between the property owner and the City of South Lake Tahoe to allow treated runoff from the site to discharge to these box culverts.
Pump System Installed
Due to the shallow depth of the existing storm drain system in Ski Run Boulevard, installation of a pump system to lift the discharge to the storm drain was required. Runoff from the parking areas and portions of the buildings were captured in a series of drop inlets and conveyed to the StormFilter treatment system located in the alley behind the main building. Treated storm water was then conveyed to a wetwell with a dual automatic pumping system. The pumping system was equipped with both a visual and auditory alarm system, as well as a leakage detection alarm system. From the wetwell, treated storm water was discharged to the existing public (City of South Lake Tahoe) storm drain system.
TRPA Permitting
In addition to the site civil design, RCI was the lead on the project permitting, including TRPA (Site BMP permit, Land Coverage Verification), City of South Lake Tahoe (building permit, commercial floor area transfer authorization and encroachment permit), South Tahoe Public Utilities District (water and sewer connections) and Caltrans (encroachment permit for work in Highway 50).
