Recreation Planning

Resource Concepts, Inc. has enjoyed a long history of assisting local agencies and municipalities in developing parks, trails, and other recreational facilities. RCI’s success stems from working with the public, different committees, and local and State agencies in developing the conceptual designs for large regional parks including Rancho San Rafael regional park and Barkley Ranch, both located in Washoe County, Nevada. Two of our recent river-related projects are described in the following paragraphs:

Carson City Parks & Recreation/Nevada Commission on Tourism/Carson River Aquatic Trail Plan

Resource Concepts, Inc. (RCI) was contracted by Carson City and the Nevada Commission on Tourism to prepare the Carson River Aquatic Trail Plan. The purpose of the Carson River Aquatic Trail Plan was to identify specific in-stream improvements needed to attain the long-term vision for the river corridor through Carson City and to improve public safety. In addition the plan described the relationship of the improvements to Nevada tourism, tourism infrastructure and the on-going projects in the river corridor such as the V&T Railroad project and river canyon recreational trails.

The Plan was created through the coordination of all river corridor stakeholders. The Plan included a description of the river corridor history, current interests and existing river master plans; proposed improvements; the benefits of the improvements; improvement costs and funding opportunities; and anticipated economic benefits.

The Plan was presented at a variety of public meetings including the Carson River Advisory Committee, the Dayton Valley Conservation District, the Nevada State Lands, Nevada State Parks, the Carson River Coalition, the Carson City Convention and Visitors Bureau Board of Directors, Lyon County Board of Supervisors, and the Carson City Board of Supervisors.

As a part of the Plan, RCI developed an Aquatic Trail Map for recreational users of the river. The Plan was incorporated into the 2006 Carson City Pathways Master Plan.

Nevada Commission on Tourism / Truckee River Recreation Plan and Whitewater Park – Reno, Nevada

Resource Concepts was contracted to prepare a recreation plan along 20 miles of the Truckee River through the Truckee Meadows. This project demonstrates the skills of RCI for initiating and obtaining multi-jurisdictional and multi-party collaboration to create a common vision for the Truckee River from Verdi to Vista. This plan is available for review on CD-ROM upon request and is also available to see on our web site at www.rci-nv.com/reports/truckee.

In addition to creating the recreation plan, RCI had lead engineering and permitting responsibilities for the Whitewater Park at Wingfield Park. As a result of the project, a low-head dam was removed and replaced by several recreational rock drops to create “play waves”. Boulders replaced the concrete vertical walls, so that the river is more easily accessible to boaters and swimmers. The annual Reno River Festival, which attracts more than 30,000 people to the area, is gaining more and more popularity every year. This project is an excellent example of coordination and cooperation to implement a shared vision for improvement and enhancement of a valued community resource.

Douglas County / Kahle Community Park – Douglas County, Nevada

Douglas County hired RCI to provide planning, design, permitting, and construction management services for a 25-acre site at Lake Tahoe. This was a fast-track project involving extensive public input and a complicated approval process. Within a one-year time-frame, RCI created a survey for desired activities for the park, organized an open house at the site, managed a series of public workshops, provided numerous park design alternatives, conducted an environmental analysis, compiled construction drawings and specifications, obtained all TRPA approvals, and completed the bid process. RCI also provided limited construction management services. The final site design included roads, parking lots, bike trails, picnic areas, playgrounds, lighted athletic fields, storm water detention/water quality improvements, a recreation center, and erosion control.

Indian Hills General Improvement District / Sunridge Park

The Indian Hills General Improvement District encompasses a mix of new and older residential development immediately south of Carson City. As Engineer for the District, RCI designed a 2½-acre park to meet the neighborhood recreation needs of a new subdivision. The conceptual master plan for this park included a group shelter, picnic facilities, restroom, walking paths, playground, tot-lot, lighting, signage, and landscaping.
