Environmental Site Assessments
Resource Concepts, Inc. has provided environmental services in northern Nevada for over 30 years and has exceptional qualifications for providing Environmental Site Assessments (ESAs). RCI has several Certified Environmental Managers with applicable experience with the ASTM Standard E 1527-05.
BLM and Nevada Land and Resource Company Land Exchange ESAs
RCI has conducted two Phase I ESA’s for large parcels of land – one in Northern Nevada and the other in Southern Nevada, as part of a BLM land exchange with Nevada Land and Resource Company. The reports were developed in compliance with ASTM standards and addressed additional concerns, such as electro-magnetic field (EMF) impacts as requested by the BLM.
Carson City Landfill ESA
RCI conducted a Phase I ESA for a 150-acre site adjacent to the Carson City Landfill. The ESA was required to facilitate the completion of a Memorandum of Agreement between BLM and Carson City, Nevada, which allowed Carson City to access the property. The property was utilized for the temporary storage and processing of biomass. The ESA established the baseline conditions prior to execution of the agreement and use by Carson City.
ESAs in the Carson Valley Area
RCI has conducted numerous Phase I ESAs in the Carson Valley area. Examples include: the Settelmeyer Ranch; downtown Minden business district areas and the NPL commercial property along U.S. 395 in Gardnerville, Nevada. Numerous historical aerial photographs of the subject properties were secured as part of these ESAs.
Lander County ESAs
RCI performed five separate Phase I ESA’s with limited sampling and remediation on ranch and open rangeland in Lander County, Nevada. Portions of each of the properties were transected by ephemeral or perennial drainages, springs, and/or wetlands. Issues of concern identified at these properties included ranch dump sites, cinnabar mining activities, waste dynamite, and generators for irrigation wells. RCI worked with the local Sheriff’s office for disposal of the waste dynamite and coordinated safety fencing around the cinnabar mine to assist with public safety.
Carson River Mercury Site
RCI has been involved with several Phase I ESA’s in the Carson River Mercury Site (CRMS), a federally listed Superfund site within the Carson River floodplain. RCI drafted the first Reference Document to be used with the first Environmental Covenant in Nevada. The Reference Document/Environmental Covenant process is overseen by the Nevada Division of Environmental Protection (NDEP) and allows for development within areas where there is the potential for risk to human health or the environment. The CRMS meets this criteria based on the potential for elevated mercury in soils. RCI collected and evaluated over 1,000 data points, as described in the NDEP approved sampling and analysis plan (SAP) developed by RCI for the Riverpark Subdivision. RCI’s evaluation of these data points suggests that the Riverpark Subdivision complies with the Record of Decision (Option A) for residential development within the CRMS. The success of this project demonstrates RCI’s ability to coordinate between private, legal, and regulatory entities, as well as meet regulatory criteria for identifying potential or recognized environmental conditions on real property.
