Principal: Mr. McLain has administrative and technical responsibility for work performed by the Resources and Planning Sections which includes: resource management on the public lands, environmental assessments, environmental impact statements, revegetation, erosion control, mine reclamation, cultural resources, and energy resources. Mr. McLain has extensive background in resource assessment and planning with units of government, organizations, and individuals. Mr. McLain serves as expert witness providing legal testimony on technical resource issues, provides technical review of proposed state and federal policy and legislation, and coordinates agency and private interests to resolve resource conflicts. Mr. McLain has provided testimony before the House of Representatives Committee on Interior and Insular affairs concerning public lands management. He also actively works on lobbying assignments in Washington, D.C. on behalf of clients.

USDA Soil Conservation Service
1964 to 1966
1969 to 1978

District Conservationist: Mr. McLain directed SCS Field Office operations serving two Nevada counties and Alpine County, California, with management responsibilities for all ongoing conservation programs which include soil surveys, plant materials and evaluations, range inventories, erosion control, watershed studies, flood studies, woodland inventories, and planning.

 

Range Conservationist: Mr. McLain's responsibilities included planning ranch units with unique soil and vegetative problems, compiling alternatives for treatment and stabilization of critical erosion problems, environmental impact analysis, and developing range site criteria for soil survey areas. Soil survey responsibilities in Nevada included correlating soil mapping units with existing and potential vegetation in the counties of Douglas, Carson City, Washoe, Lyon, and Storey. This work was accomplished through field surveys working with onsite vegetative transects, and mapping sites on contact aerial photos. Besides the responsibility of range plant identification and production, was responsible for woodland surveys in the Pinyon-Juniper type and other woodland types of the Sierra Nevada.
